These drawing are pretty cool I've try to found the artist but had no joy :(
Has anyone know or heard of him ?

The ship name appears to be TOVALOP, so I think it refers to this organization & was in response to a oil spill in the UK in 1967.
Tanker Owners Voluntary Agreement concerning Liability for Oil Pollution (TOVALOP).

The names on the other boats might help you determine what they represent, it seems they all relate to marine disasters. ( I can't make out what they say)

Possibly the artist was an environmentalist.
