This is a triple bladed neck ring decanter, circa.1900. It has bordered vertical grooves at the base and band of bordered blazes and panel cut to the shoulders. It has a luna cut lozenge stopper.
You may think this looks Georgian, but don't let decanters like this fool you. Pointer number one is the polished stopper peg. If this were truely a 1790 decanter that would be rough. Pointer two is, it is way too nicely made, the cutting is so crisp and accurate, definitely not cut with a foot treadle powered cutting wheel.
It's a really nice decanter, and more practical to use as the stopper is really air tight.
