Can't tell, only one photograph. Its sterling, so the hallmarks can actually tell you the exact year it was made
Unfortunately there are no marks on it - which makes me think that it could be Continental.
Oh whoops, I read that fast, I thought you said "purchased in England," so I meant English hallmarks.
A very large amount of sterling silver in the world is unmarked, especially smaller pieces like this. I guarantee that this is sterling
