This is a WW2 homefront game called "Blackout". The player tries to blot out all of the city lights as enemy planes bear down on the city!
It is a little frightening-- the thought of enemy planes attacking the US mainland, but blackout measures were rehearsed and practiced in cities throughout the United States during WW2. Coastal cities were probably more prudent with rehearsals than inland cities.
