Your guy in uniform looks to be a fireman. Are those a pair of trumpets or horns on his hat badge?
The man with the empty sleeve is a Civil War veteran-- the badge on the top is a Grand Army of the Republic badge. Is this a Tuck's card?

The Style of Collar On the Captains's Coat and the "Flatness" of the Hat's Visor tell me the uniform style is 1880's towards the turn of the century the HUGE Collars were Modernized and the "BellCap" visor was curved so it looks Less Like a Kepi of the Civil War (which is where these Uniforms orginated) in those Days It was hard to tell a Fireman from a Trolley Driver, Boat captain etc.. The wool "GreatCoat" is still actually worn In My Department (Haha sorta glad I'm retired) typically the Coat Buttons identify the department/name, as would a Firefighters Cap Badge, while Officers Cap Badges were more about rank...even Today, this pretty much holds True..In the traditional North east at least...
