      I think they may be old Car licence plates? Cléry-Saint-André is a commune in the Loiret department in north-central France.

      Or maybe for grain silos or something. Bureau means agency, and brin means several things in French. Maybe something to do with wine making? Cask labels maybe? See brin translation here:
