I have debated whether or not to post this, because I don't know how my grandfather came to own it haha. But when I saw Mike Wolfe drooling over a similar helmet the other night, I figured I would give it a shot. My guess is that the snaps are for a shield. It is probably from the '60s or '70s, judging by where he had it, and the fact that that was when the bulk of his career on the Minneapolis Fire Deptartment was. I think that is how he came to acquire it.

    Hi VikingFan82, my vote would be for Police riot helmet or mounted (motorcycle / Horse).

    I could also see it as FD rescue team gear.

    Snaps on the front are for a visor. Strap & snap on the back holds the strap of the goggles.
