    I was wandering what item was used for and how rare it is.I have never seen one in many years of collecting.

      It's a window mount coat hanger.
      Hook it over your rear window & roll it up to secure it.
      Advertises Shell to those outside your car & gives you a place to hang your clothes on the inside.
