Vintage cigarette Horse Racing ticket . Beware of catching self on fire when you hold a match to parchment paper it would burn pretty fast . These are in envelope and holds 3 tickets , They request to Buy US War Bonds and Saving Bonds so I am guessing maybe 1940's
I am sure they may have caused a few burned hands .

Hi Blunder . I can not explain why the ad says that except I believe during the era this was made it was not uncomon for any items to ecourage Americans to buy War Bonds or Saving Stamps . Even grade School were encouraged to buy them and had stamp books to fill when they paid for each stamp .
Several Countries sold them beside USA
War bonds are debt securities issued by a government for the purpose of financing military operations during times of war. War bonds generate capital for the government and make civilians feel involved in their national militaries. This system is also useful as a means of controlling inflation in such an overstimulated economy by removing money from circulation until hopefully after the war is concluded. At that point, the funds could be liquidated and serve as a stimulus to encourage consumer spending for the economy transitioning to peacetime activity. Exhortations to buy war bonds are often accompanied with appeals to patriotism and conscience. Government-issued war bonds tend to have a yield which is below market value and are often made available in a wide range of denominations to make them affordable to all citizens.
That is the best I can explain them Blunder . I hope that helps a bit .

Blunder I can see now they are saying your best bet would be on war bonds ect since you have little chance perhaps to win at this game . They are recommending them as a safer bet >-)
