British WWII Civil Defence Bomb Shelter Wardens steel helmet. The number 4 on the rear probably denotes the shelter number that the warden was responsible for. The wardens were there to look after the people sheltering during the bombing raids, direct them to the shelters and keep order. A shelter could have been purpose built underground, of existing underground facilities were used, such as the London Underground.
