Old Lighter

I have been having a clear out and came across this in a tin, it is with a RAF badge and a couple of dog tags which are made of some tough leather I think, anyway as you can see this is a lighter with coins on both sides, i think it is brass, it is 33mm across the front, I have not seen one of these before and was wondering if anyone else had any idea about it.
