This was in our cellar with a hubcap which has the Fiat name, 2 small window handles, done know this logo, anyone know?

My first guess would be Ford Galaxie 60, -70's??
Actually that is the horn ring for tooting the horn. All you had to do is push down and twist the center hub and it would pop off. It was a great place to hide a few bucks or "special" items for a date.
