Mfg. by BOKER USA..It can be used as a scissors, fish scaler, large , medium and small pliers ,small screwdriver, small hammer, ,bottle opener lead weight tool, hook disgorger, blade notch wire cutter. Probably a defensive device as well. GoodWill store find.
