Seller was selling it as a wine libation cup pendant ! ! !
    Measures 1 9/16" tall x 1 3/8" wide.
Deeply sculpted red lacquer on wood (?)
    Ivory ring (crosshatch marks)
There is a signature under the ivory ring.
    Can anybody decipher it?
(Will offer a full cup of wine to who will lol)

This looks like a Chinese bird feeder, I've never seen one in cinnabar before... http://www.christies.com/lotfinder/lot/ten-chinese-porcelain-bird-feeders-yuan-qing-dynasty-5419153-details.aspx

Thanks for your comment and link, Asia1!
I knew what it was when I bought it...
Never seen one in cinnabar too!
I wondered if the chinese script is a signature or auspicious symbol.
