Coin Silver Butterknife from "City Hotel Md."

Antique Coin silver or silver plate (?) butter knife with "City Hotel Md." engraved on the stem. There is a makers mark - Bust, D & Eagle as well as what I believe is the retailer's mark of H&H Co. Can anyone identify the makers mark or where the City Hotel was located.
