Frankenstein's chair

I have no clue of any kind of what this is. Been on the web many a times. Can not find any thing that even comes close to it. One of the arms is hollow and seems at one time an opening (secret compartment ?) has been sealed. But the arm is definitely still hollow. Any clue of what make, year, ect, ect, any thing besides "it Frankenstein's chair"
