    Definitely cut steel. According to Victorian Jewelry by Redington Dawes and Corine Davidson cut steel jewelry and trinkets started in the late 1700's and went out of fashion in the last quarter of the 1800's with the majority of cut steel being produced in Birmingham. This is a wonderful and unusual piece because it combines the cut steel with fabulous enameling. Most of the cut steel that has survived is from the 1850's so thats a pretty safe date to go with.
    Any other information would be appreciated.
