I'm in the process of purging things out of the garage so I'll have room for OTHER stuff (always fun). Tonight I came across a box I haven't seen in many years. It contained things that I had in my bedroom growing up.
The little Weather Owl was part of that, and I was sooo happy to see him!
These little owls aren't rare, and they're not expensive. You can pick them up on sites like ebay or etsy for relatively little. The owl is rich only in the fond childhood memories that he provides.
It seems to me that I got my Weather Owl sometime in the late 70's. I was happy to see that all these years later, he still changes color! (You can see how his color is going from brown to green if you compare the first and last photo.) Not sure what the colors mean in regards to what weather changes he's predicting. I wonder if these owls came with a card or something that told you.

i AM SEARCHING EVERYWHERE FOR ONE OF THESE. mY MOTHER IN LAW HAS ONE FROM HER CHILDHOOD. sHE PROMISED IT TO MY OLDEST DAUGHTER, SO NOW MY YOUNGEST DAUGHTER WANT ONE TOO. i ORDERED ONE FROM EBAY BUT ITS A DUD!!!! DOESN'T WORK. CAN YOU HELP ME PLS WHERE TO BUY ONE?
