    This is such a beautiful piece. I believe it is Victorian because of the clasp. It could be gold but I have not tested it. Used as a pin brooch or could be used for a pendant. Never seen one like it.

      I think your right about what it is. See one here with similar tassles, similar clasp, similar chain design on tassles....and with little balls on the ends.

      Beautiful piece, I'm sure is definitely not Moroccan it suggest England. When tested for 18K it could also be French.
