    I have been trying to find information (a bio) about artist Carlos L Encinas who painted this beautiful depiction of Bolivian landscape. Online research has been difficult because sites relating to the Bolivian catalog/ cultural agency are in Spanish (SEE PHOTO OF STICKER - which was affixed to back of painting). Also photo of signature. Anyone familiar with Bolivian art, this artist, and background about the sticker (what is the significance of the sticker?). Thanks.
