Looks like an antique fluting machine to me.
This is what it looked like when it was in better condition.

Back in the day, Collars were not part of men's shirts and some were hard celluose material so that would have to be curved for the neck. This maybe the machine that did it. My Grandmother was in Service and she did such things.
