picked this up rather cheap .does anyone know if these are the original hands and are they supposed to be black?Is this watch hard to find because I have never found one till now?

Yes these are the original style for the "large" frame Rocky, the smaller frame has "lighting bolts".....both are red

Kerry what could I clean the dial with wax? and a q-tip ?
straight q-tip with touch of water, wax will strip paint...
