The color on this comes off with damp cloth, does this mean it's a watercolor or colored print ?

Probably a watercolor! On french Papier d'Arches, torchon grain. This quality is said to be the reference for watercolors and art limited prints.
If an art edition, it must bear numbers outside the view, in the margin.
You can add a pic of the whole thing!
kyratango, just added 2 more photos, this has a letter that was attached to back that talks about the artist Ralph Hulett.
Great! I think it is an original watercolor :-)
