    Too finely made to be for welding. No brand markings. I don't understand the serration of the edge. The "messed up" clamp is probably just a tool to gage size. I don't understand the use of brass with the steel.

      These are toolmakers clamps for holding pieces to be machined to the bed of a horizontal mill.
