Hi CW Gang:
I have had this for years -- and have never figured it out. Might be just a Studio piece, but the Flowers seen to be done quite well. The vase has lots of crazing on it for Age.
No clue -- Totally a mystery here for a Long time. May stay that way forever ???

does it say NH and 177? it doesn't look like a studio piece to me. but it has great graphic quality - colors are really dynamic! i don't think it's very old by the letter/no. fonts on the bottom. maybe 60s or even 70s. still it's great!

lol....?? 1960's / 1970's is old to me.......Vintage, but not antique yet...LOL
