I have four of these warrants received by my great uncle in September of 1948. He still has original letter and envelope. It is a profile of Lincoln from Governor Dwight H. Green. It says this warrant is your share in the distribution of an appreciation fund. There is nothing on the back of these and there is no amount. I have been trying to find them everywhere and can't seem to find out if they have any value. I have seen appreciation cards on the internet, but they don't look like the ones I have.
I have recently found my Grandfather's certificate as well. Have discovered any more about these warrants?
The only ones I found were older than yours since they were signed by Andrew Russell, the Auditor of the State of Illinois 1917-1925.
Dwight H. Green was governor 1941-1949 and as you said, your great uncle received it in 1948.
I wasn't able to find any history about the warrant and the only sale I found was for the older one that sold in 2006 for $30.00. Since you do have the original letter and envelope, that would add value. If you have any desire to sell them, I suggest you send photos to Heritage Auctions and get an auction estimate for their next currency sale.

As a side note, Russell's bio on the Illinois Controller's website is really amusing. It says "Andrew Russell, the 16th Illinois Auditor, died in prison after a long career in politics and banking."

I also have one from my father, who was discharged on 8/23/1946. I have the bond, his official discharge card, his notice of U.S. Naval Service discharge, and his official Honorable discharge papers, signed by Howard L Scott (includes State certificate #), AND a letter from the secretary of the Navy in Washington presenting him the Presidential unit citation to the U.S.S. Belleau Wood citation for 7 different operations - extraordinary heroism in action against the Japanese.
