This is an old valve lapping tool.

Thanks guys, are you positive or at least close to it, I've not found any pictures anything like it online. A lot of this smaller stuff we put on display at local shows and the sought and I wouldn't like to tell someone that's what it is if it in fact isn't because sure as hell there will be an old guy nearby that will correct me lol
Does the small two prong end of the tool have a back and forth motion when you pull the chain? If so then that is a strong indicator that it's a valve lapper.

It is definitely a Veteran valve lapping tool as I also have one which came out of my Grand fathers Garage..
