Is Avon stuff collectible ?
If this isn't stamped Avon or doesn't have an Avon tag, depending on what the NR looks like, it may be produced by the same company that makes jewelry for Avon; NR is an internal code for the factory where Avon gets a lot of its jewelry, but I suspect they also mass produce jewelry for department stores. Who the NR is I've never been able to find out. Most Avon jewelry is good quality but high production and therefore the values are held down, except on a few designer name lines, like Elizabeth Taylor. Collect it if you love Avon and if you want nice jewelry you can wear, and pass on. :)
