Looks like Vargas because it is a Vargas print. If the print was a bit larger, the signature would have been there.

      Cover art
The album cover was painted by artist Alberto Vargas, who was known for his paintings of pin-up girls that appeared in Esquire and Playboy magazines in the 1940s and 1960s. The idea to hire Vargas came from drummer David Robinson, the band's artistic director and a collector of pin-ups. The 83-year-old Vargas had retired several years earlier but was persuaded to take the assignment by his niece, who was a fan of The Cars. The painting, depicting a woman sprawled across the hood of a car, was based on a photo shoot directed by Robinson at a Ferrari dealership. The model, coincidentally named Candy Moore (famous for having played Lucille Ball's onscreen daughter on The Lucy Show), briefly dated Robinson afterward.

JUST to point out the internet is making a mistaken identity on the candy moore who posed for vargas ...please and I do mean please check out her works and compare to the lucy show they are not the same person at all ...the few works that this candy did in cinema are being lumped in with the candy moore who married actor paul gleason….and kinda retired at the turn of the 60's into the 70's another actress model candy moore in the 70's who appeared in many modeling projects and tv shows etc in the 70's is the right one ..and yes she is in raging bull and lunchwagon ...but she is not the lucy show gal ...in fact the roller skating photos of candy with denise Crosby in the 70s are of the candy o model not the lucy show gal I can prove it I have photos of both from the same time frame and they do not resemble each other at all ..I don't know how anyone looking or hearing their voices or their stature in height can make this mistake but then again I am a chap who can say three people look the same and then they don't look alike at all haha but just to say the IMDB is wrong Wikipedia is wrong too ...in fact the answer to their own mistakes is right in front of them .but in this hussle bussle world it is easy to lump two talents together and call them as one ..in fact if you have access to any SAG books at colleges the older one's can detail both women's and any other candy moore in show businsess works ..thing is the internet when it was young listed the names correctly with their works sometime in the last decade or so they lumped the two as one and the internet has never been the same on this ..so INTERNET you are wrong every time you say having been famous for playing Lucille ball's daughter on the lucy show ...only that candy moore who has the song your turn now and living stone can say TELL THE TRUTH it is YOUR TURN NOW DR. LIVING STONE haha take care always and yes a fun treasure of a collectible I have many things on both Candy's and can prove it take care always jon

The real story is this is a drawing done by Alberto Vargas at "Pips" in Beverly Hills, owned by Hugh Hefner. The model is Nancy Beth Orr, who was the Wednesday night Disco Dance instructor (Nancy had invented "Touch Disco" in 1973. Because of inventing Couples Disco Dancing, Nancy began doing pilots and dance TV shows and movies in Hollywood. Vargas's grand niece was a fan of The Cars and also knew of Nancy Beth. Vargas, Grand Niece and others went to Pips on a Wednesday and the niece asked Nancy to pose, she went over to stairs an laid back partially covering her eyes, a dance move that she calls the Rose Petal. Nancy explains the Rose Petal as follows...Men like to look at women and by partially covering her eyes, it allows men to look as they are going to do anyway. After posing the niece asked Nancy to come to the studio and pose nude, Nancy said "no" she does not pose nude. This put a wrench into the works, they told her at a later date they would get another model, and they settled on saying that Candy Moore posed. Moore is bigger, broader shoulders, taller, older and not as refined as Nancy Beth. The Cars went on to use the original drawing and never paid Nancy. Part of the story is that Moore went to Ferrari dealership in Beverly Hills and posed there, yet no one at BH Ferrari knows anything, there are no postings of the drawing, or credit given on the album to BH Ferrari, and the Ferrari looks sketched in and is not consistent with Vargas' other works from he past. Vargas died a couple years later and all was forgotten until the internet came along. Finally, Candy Moore's Wikipedia page, IMDB page makes no claim she was the model for Candy O, and it seems that such an iconic album cover would be touted as Moore by her as she was never a big star and her claim to fame would have been the album cover. You ask how I know this, well I have been friends (relationship) with NBO for nine years.
