Not sure if this is Loetz. The paint seems to have been removed from the silver. It has a marking that says sterling on the neck. However it has no other markings. This was my Grandmothers and I am just trying to figure out what it is and if it should be kept in a safe place or out for display.

Hi, if it has a mark stating "sterling" then it is silver, probably continental ie:- Europe, so it very well could be Loetz.
It looks to me to be the same Loetz Phanomen Genre 85/3780 as my vase which is shown just next to this piece. I would say 100% Loetz.......and a wonderful piece.
ANOTHER THOUGHT : It may be Loetz Phanomen Genre 1/4 which is quite rare. Go to GOOGLE and search Loetz 1/4 and you will find similar examples.

Your Loetz / LÖTZ has already created quite a stir!
Loetzbuddies description of a Genre 1/4 Phänomen reveals on Google a Persian flask goose neck bottle but without the silver mounts. The attribution there is to Franz Hofstötter as the designer. The time period is around 1902. The silver mounts could have been added in the US or in Europe. Yours has dimples too!
All of this adds up to an object for which you should be very grateful to your grandparents.

Definetely, a beautiful example of Loetz 1/4. Congratulations. Frank was correct when he said that it looked like Loetz Phanomen Genre 85/3780 because it is until you add the "tadpoles" and then it is known as Loetz Phanomen Genre 1/4. It is a very valuable piece!
