Found this at my workplace laying on the floor. 1999 new jersey quarter colorized vack. Marked with a p so I'm guessing Philadelphia mint. Is it rare or common? I don't collect couns so I don't know.

Very common. Yes, minted in Philadelphia.
That is a beautiful coin. While it is most likely a gold or other alloy plated coin; one thing I have tried pointing out to people is that, due to the sheer amount of coins that have been altered due to the loophole which makes altering money for profit legal so long as it isn't "blatantly trying to counterfeit a valuable variety"there is a VERY STRONG possibility that one of the Experimental Planchet coins could have been painted, or even GOLD PLATED so that nobody will ever know that it was once a 2500$+ coin.
Yours is a 1999 and a New Jersey Philadelphia, so, while EXTREMELY unlikely, it could possibly (though not probably) be an altered experimental planchet.
Beautiful coin, nonetheless. I'd keep it if I found it/it were given to me so don't let it's potential lack of value (other than 25 cents and any added alloy cost) dissuade you from enjoying it.
