    This appears to be a crimp of some kind, the anvil is flat but the sliding barrel is stepped internally. There is a pattern number on the linkage 'PAT OCT 1883. The lever end is curled and shaped

      The anvil end appears to be made to accept interchangeable inserts. It could be to clinch lead seals, such as when an inspector tests a scale and certifies it is accurate. The adjustment mechanism gets tied with a wire and a lead plug gets crushed onto the wire to prevent tampering. The plug is embossed, by the anvil, with a date or symbol.
