These attractive little vases were foundly cheaply at a flea market around 10 years ago. In many respects they have much in common with various types of Victorian era Bohemian glass, but they never seemed quite "right", & have remained a bit of a mystery to me until very recently, when I have noticed some similar pieces attributed to a Japanese origin. The applied black base on my vases turns up on other Victorian style Japanese vases (I am uncertain of the exact age, they are both in very good condition, but they don't look brand new either) that I have seen on eBay. Some of them apparently have labels or markings, but mine don't.
When I first got these, I thought they were a slightly later production, maybe 20s or 30s in a faux Victorian style, & I pretty much assumed a Czech origin. The black footed bases had me thinking of all the black accents used in Tango glass. All the other aspects of their colour schemes & decor match well with the Victorian "fancy glass" aesthetic - pastel colours, opalescence, stripes, pulled loops...they don't have the lurid colours of 1970s Chinese repros of Victorian glass (that always seem to end up being sold as Murano or Stevens & Williams if they have an applied flower).
The vase with the blue applied flower measures 17.5 cm tall, 5.5 cm across the wavy crimped top rim & 5.5 cm across the black applied base.
It features opalescent white stripes that shade to pink at the top.
The slightly shorter vase, is cased clear over white with a pulled loop decor in green aventurine & pale pink sandwiched inbetween. It measures 15.5 cm tall, 4.3 cm across the subtly crimped top rim & 5.2 cm across the black applied base.
    Any thoughts welcome.

Intriguing vases! Adding a picture of the base might be helpful.

I will in the near future - they have snapped, rough pontil marks. No markings of any sort...they may have had labels once I guess.

Not a style I am familiar with from Japan so can't really help.
The things I consider might be indicative of early glas from Japan (or China) are those rims, the black bases, and possibly the snapped pontils.

There are a few examples with black bases on eBay at the moment, some marked underneath. I also spotted a pair just like your Peloton vases except I'd describe the decor on those more as trailed rather than true Peloton. Same shape, same crimp, similar colour to your pair, however.
