I guess a broad name for it is a bodkin but with the plate on the end and the blunt nose it is for a specific use. Tooling marks say it was possibly made in the shop it was used in. Any ideas?

A bodkin is essentially a blunt needle (originally a dagger) used in sewing to pull ribbon through openings in cloth. This would not work as a bodkin. Also, it's a bit on the large size for a pipe tamper. It could be an assembly pin that held something together with a locking pin, padlock, etc. going through the hole. Is that leather lacing wrapped around it? And how is it attached?
If you were lacing something together with strips of leather such as a baseball glove, it might work good for pulling the leather lacing through the holes. It would work like a needle threader. Just a suggestion.
