This was framed in Saskatchewan Canada , I am to understand it may of been sold at the Calgary Olympics in 1988 but for sure I know not.
Just hoping to get a scoop on the artist.

I am guessing it's acrylic on brown paper. It's 37x25.

Look at some similarity as ". Bignell"
I have one watercolor post on CW
This process call sponge technic, many Native Americans Artists, has use this technic.
It's a start in the good direction.

You are referring to Issac Bignell I assume. I have searched for.a few years on this painting. I see many artists having similar style however no signature that matches.
