I bought two of these brooches locally, one has a maker's mark and the other does not. I was wondering if anyone knows who the maker is. The stamp is either WHH or HHM. The only WHH that I can find is William Hair Haseler but his mark is different and I cannot find a HHM. Any help would be greatly appreciated.

With the help of delegend.antiques, this brooch was made by Wilhelm Hofmann of Hanau.

William Hair Haseler is a British silversmith, and the UK doesn't use an 800 standard of silver. Here is a list of silver standards which will tell you which countries use 800 silver.

Could be German (roses) or Scandinavian. Defiantly not Haseler - completely different aesthetic (and not the right mark as you point out).
