tobacciana black figure dispensing? a cigarette or match, cast brass no parts attract

This is a combination of cast and pressed brass figure of a black individual (perhaps African) with a pin in his mouth. He is spring loaded so that he pitches forward to perhaps dispense a cigarette or match. He sits in front of a trough and a striking surface. The figure is cast brass and the other parts are pressed and cold painted brass (non attracting). The figure retains original paint (white) and the pot is painted red. An exhaustive search reveals no marks.
