This item was purchased in a lot of old tools in Northeast Georgia. It appears to be iron, about 3" long and 1 1/2" wide. The little hole in the "leg" of the tool does not go all the way through the metal. I tried reverse image search in google and got zero results. Any help identifying this would be appreciated.

That blind hole may have anchored a leg of a spring

This item is part of what I believe is a rappelling device used by either linesmen or those in the lumberjack profession. The scissoring end compresses via spring action and then gets inserted into a corresponding female part which has a shock absorbing mechanism with two corresponding eyelets identical to the ones above.
