My father-in-law found this tool and we have no idea what it is. The top piece is hinged. anyone have any idea?

I have something very similar. I think it was to attach to corning ware when taking it out of the oven but not sure.
Indeed, could be a dish lifter of sorts. There are several on here (see links). Maybe you can try to attach it to a pyrex pot or anything to see if it works?
