I have never see such a low number in all my years of collecting. Even though this was issued in Zurich it must have been a very slow year for giving out passports and it was issued late in the year.
The document was given to a minor and was signed by his guardian which is also kind of unusual.
I'm consolidating my collections and I never know what I'll find...LOL
