Everything about it says "Chain Breaker Tool", to me, but not 100% sure, yet.

Bingo ! First off, your diamond trademark logo is "OMCO", which was/is owned by Inner-Tite Corp. Your tool is a "Hole Punch", made by them, for security hardware mounting, etc. I gave you both links below.
