Does anyone know what these items are for. I thought they might be related to scaffolding but that's only a guess. Each plate is 3 x 2 3/4 inches.

Look like anchors of some kind. Attached to an other piece of steel, or cement.
Scaffolding would be my guess.
Thanks for the comments Caperkid and Onedtent. Still hoping someone can come up with a definite answer.
Back plate for joining 2 scaffold pipes at 90 degrees to each other. The plate locks into a band that goes around the scaffold tube.
