      It appears to be an "RPM" measuring tool -- one holds the pointy end against something which is turning, then reads how quickly (in some given period of time) the numbers on its dial pass by the pointer. Looks like an older one, too?!

      Put "machinist's speed indicator" into Google and you'll find pics/info of similar tools -- hope this helps! :-)

      Mechanical rev counter. Should have a replaceable/removable rubber tip which is held against a rotating shaft and timed with a stop watch.
