This appears to be a variation of a ice tong...but can’t explain the fork in the middle or the tiny eye at the top...any clues???

It kind if looks like an outside caliper with with two sets of calipers side by side. I don't see how it could grab ice. Can the tension be adjusted by the knob?

      No knobs...

It is a dual caliper used by a craftsman like carpenter, turner, machinist, or blacksmith. No ice used at all.

This is called a blacksmith's double caliper. If you google it I am sure you will find it. They aren't commonly found much anymore. You can find them for sale online for some big asking prices.
