      I could see it as a 'handle' that clamps onto something else -- keeping with the 'barnyard' theme, maybe a livestock grooming brush or something??

      This is a brass frame used to hold lead files for body work. The files are different profiles .

      You might check the name again. I have seen a cast one with the Heller name and horse logo. Also have a. Brass handle with several different shaped files/rasp but no name
