      Intriguing. Some thoughts, for what it's worth: The thing this key unlocked would have required some security, like a utility-control box, but the actual locking mechanism was not too rugged. It was probably a permanent part of a door or cover rather than an independent, general-use device, like a padlock. For example, it may have unlocked an electrical panel's cover. Alternately, it could have been a night watchman's clock key, or, less possibly in my opinion, a strongbox lid's key.
