This 2 1-4" pinwheel type brooch reminds me of a sparkler firework with its spinning shape, comprised of white rhinestones, multi color baguettes and faux pearl in center. By vintage designer Pell (founded in NY 1941) with copyright mark on back

I assume the initials within the heart on the reverse side are the initials of the person who designed it.
