any idea what this is? The chopping blade is sharp. It comes down with the plier grips and the pegs on the bottom plate hold something in position. Thanks.

hose/tubing cutter -- allowing for proper positioning of flexible material so as to make a square cut with the blade. -- Thanks for the idea yougottahavestuff!

I don't see how that explains the 4 pins. Maybe left by aliens to confuse us.

Maybe guiding the round leather for pedal belt for old treadle sewing machines then stapled together to make the loop?? Love guessing WHAT-ITS??? Aliens is Far out there!!

yougottahavestuff -- led me to the purpose of this tool. -- It's a hose/tubing cutter. Drape the hose around the 4 pegs from lower left to lower right and it positions the material to allow the guillotine to make a SQUARE cut across the tubing. Accommodates different diameters of flexible tubing. I tried it out on a piece of rubber hose - perfect square ends - (I'd post a picture if I could). Thanks for your thinking!

Great!! We used to have a Sat. Night What's It night in our shop. TheAntique boys would bring in things for us to guess what it was and used for!!! This site is very much like that!!!

blunderbuss2 were you thinking of aliens being circumsized??

I'll add that to the list right now ! LOL ! Those alien shows might pay big money !

I think you are right on Filln! I should have guessed it because the pin spacing is similar to the ones on a hydraulic hose cutter. I would suggest it would cut o-ring stock square also.

When I saw these I thought that they were Chamfer Cutters, used in Concrete Construction, like these:

      https://sylvan-products.com/product/chamfer-cutters/

but may have been modified, one way or the other for the Rubber Hose use! :^)

      Here's a Hose/Tubing Cutter:

      https://www.freelin-wade.com/hose-cutter

      Slight difference! :^)

the freelin-wade cutter would allow the user to cut at an angle, but this old tool forces a square cut. Most of the guillotine type cutters I found relied on the user to keep the stock straight. I've often wished I'd done a better job of cutting hose when I screw the clamp tight and discover it's not making complete contact with the hose. Idiots like me need idiot-proof tools!

maybe the tool is closer to billretirecoll's chamfer cutter. I might try using it to miter a 45 deg end on a piece of shoe molding. Laying the wood up against two of the 4 pegs should produce the miter. Nice

Brings to mind several Murphy's Law Axioms: "Nothing is fool proof, because fools are so ingenious", & "Anything cut to specs. will be too short". LOL !
