I think this is some sort of candle or light or snuffer not exactly sure . Any information would help. It doesn't appear to have every been lit or used. It does have a rim around that appears like you could take off but I have not been able to . I don't see any other markings anywhere.

That looks like the wick of an oil lamp. Does the base have an opening used to fill it with fuel?
The little cap part is to cover the flame to smother it/put it out/turn the light off.

Another wow! What does it say on the bottom. The handle? This might very well have something etched in right in a spot you would never think of looking. Do you have a jewelers loupe? This you could take outside in the shade during the day, much easier to see something. And as I mentioned recently to someone else, if I don't have my loupe with me when I'm out and about, a rarity, but I will slide my fingernail gently over places where I believe something may be etched in. Excited to know more about these too! This is a beauty also!

Looks like the top part where the wick is unscrews and opens from there. Be careful if there is fluid in there. It is probably old fluid and I believe you have to do something before using, I can't remember what it is but it could be dangerous to light that. In fact, it appears to never have been used! Someone here will let you know about the fuel. I know in Coleman lanterns, there is a procedure to follow. give it a day or so, you know, it's Easter weekend.

Can you show a pic of the bottom of this? It almost looks like there might be something stamped into it on the rod that opens and closes the top. In your first pic, you see the light on the rod? look where the light ends towards the handle and run your finger nail across it just to see.

All photos are easier to id when all sides top and bottom are shown.

It looks like the bottom could possibly come away from the top of it. I am not able to get it to budge at all.

I think it is a small oil lamp turner off-er.
