This is a 1927 Vehicle License Plate
Jessamine County Kentucky

Heavy black paint over the porcelain plate.
1927 was the first year for numbered plates in Kentucky.
How do I safely remove the heavy black paint while preserving the porcelain. Original color of plate is blue background with white raised letters.
Any advice would be greatly appreciated
